Struggle and Success of ATEWA/NMOPS,
...✍️Shravan Kumar Kushwaha
Friends, 5 years ago from today, I had clarified the difference between old pension and new pension through some points, but after 5 years of struggle of ATEWA / NMOPS, many changes have taken place in it, without knowing that it is not properly evaluated. so may. So here are the changes after 5 years at a glance :-
1- G.P.F facility is available for old pensioners, whereas G.P.F. is not available in New Pension Scheme.
Changes: - Nothing. The Finance Ministry is contemplating to convert the employee's contribution into GPF.
2- There is no deduction from the salary for the old pension, whereas in the new pension scheme, a deduction of 10% per month is prescribed from the salary.
Changes: - Nothing.
3- In the old pension scheme, a fixed pension (50% of the last salary) is guaranteed at the time of retirement, while the amount of pension in the new pension scheme is not certain. It is completely dependent on the stock market and the insurance company.
Changes :- No change.
4- The old pension is given by the government, while the new pension will be given by the insurance company. If there is any problem then we will have to fight not with the government but with the insurance company.
Changes :- No change.
5- Gratuity is available on retirement for old pensioners (16.5 months salary as per last pay), while there is no system of gratuity for new pensioners.
Changes:- G.O. has been issued by the Central and Uttar Pradesh Government to provide gratuity like old pensioners to the people coming under the new pension.
6- The old pensioners get death gratuity on death during service, which has been increased from 10 lakhs to 20 lakhs by the 7th Pay Commission, while the facility of death gratuity has been abolished for new pensioners.
Changes: - G.O. to give gratuity/death gratuity to the people coming in new pension like old pensioners has been issued by the Central and Uttar Pradesh government.
7- People coming in old pension get family pension on death in service, while family pension has been abolished in new pension scheme.
Changes: - G.O. has been issued to give family pension for the people coming in new pension also.
8- The old pensioners also get the benefit of dearness allowance and pay commissions after every six months, whereas in the new pension a fixed amount of pension will be available for life, there will be no benefit of dearness allowance or pay commission. This is the biggest loss we understand.
Changes :- No change.
9- There is a facility to take loan easily from G.P.F. for the old pension scheme, whereas there is no facility of loan in the new pension scheme. (Difficult process in special circumstances - only three times, that too refundable)
Changes: - This too has been simplified.
10- In the old pension scheme, no income tax has to be paid on GPF withdrawal (at the time of retirement), whereas in the new pension scheme, the 60% of the contribution which will be returned on retirement will attract 30% income tax.
Changes:- Now 60% share received by the employee has been made tax free.
11- The interest rate on G.P.F. is fixed, whereas N.P.S. is completely based on shares.
Changes :- No change.
with this--
- The Central Government employees selected before 1st January 2004 and the employees of Uttar Pradesh selected before 1st April 2005 who were out of old pension due to delay in joining, now the central government has given them the benefit of old pension.
- Look a debate on JK 24×7 News channel
- Link - JK 24×7 News,-High Court Order for OPS
- There is news of relief for the employees selected from the advertisement before April 1, 2005, but joining after this date, the Allahabad High Court has given the decision to include such employees in the old pension.
- The demand for old pension is getting stronger in every session in the Legislative Assembly/Legislative Council of all the states and the Parliament of the country, which is a good sign for the movement.
Friends, where till a year ago, we and all our organizations used to think that nothing can be done now, in such a situation, ATEWA has shown all that. Everyone knows that it was not easy, but continuous effort is the stepping stone to success, which ATEWA/NMOPS chose and with the help of all of you, continuous efforts will continue till the restoration of old pension.
Always remember one thing that struggle and sacrifice never goes in vain, one day or the other will definitely give results.
